The purpose of this study is to review past attempts at developing northern Manitoba and then to offer an alternative. It was seen that past attempts were short-term in nature and that a more long-term and integrated approach was in order. To this end an industrial complex analysis was introduced. Literature pertaining to this type of analysis was reviewed, and prospects related to the case in point were abstracted. In consequence a hypothetical industrial complex based on mineral production was operationalized. As part of this, consideration, was given to transportation costs. The result of this was a tentative site for the hypothetical complex was chosen, that being Snow Lake. Finally, several shortcomings of the study were identified, followed by a discussion on the various policy implications that stemmed from the study.en_US
