This report of the International Joint Commission is in response to a Reference from the Governments of Canada and the United States. It briefly describes the Garrison Diversion Unit, the area in Canada affected by it, the adverse effect on Canadian waters and their uses, and measures to avoid or relieve these adverse effects. The report describes the technical investigation carried out for the Commission by its International Garrison Diversion Study Board during 1976 and summarizes the testimony given at the public hearings conducted by the Commission. Finally, the report outlines the substance of the Commission's deliberations based on the investigation and hearings and presents its conclusions and recommendations.en_US
