dc.description.abstractThe authors propose an evolutionary approach to development of a basic income by the Government of Manitoba in order to decrease economic disadvantage and inequality in the province. A new approach is required because poverty reduction under Manitoba’s All Aboard poverty reduction strategy has lagged behind the rest of Canada, and because the level of inequality has remained stable for more than a decade.en_US
