| dc.description.abstract | There is an increasing number of children adrift in the foster care system. For many reasons these numbers continue to grow. Studies indicate that a state of impermanence and multiple moves as often associated with foster care, results in a population of children experiencing greater emotional and behavioural problems. Literature suggests that significant benefits may be experienced by the creation of legal permanence for children and their foster families. The Declaration of Commitment Program was created in 1995 to assist in the development of this stability and permanence. This practicum report examines participating social workers' perceptions of this program, as well as their understanding of and value for the concept and practice of permanency planning in case management practice. | en_US |
