Abstract
This thesis proposes a model that sheds lights on the fundamental problem: How does an integrated healthcare system, consisting of universal basic insurance and supplementary insurance, outperform a single-payer system? Standing from the viewpoint of the government, our model attempts to simulate the outcome of insurance policies subject to certain premises and constraints. Inspired by several statistical models and health economics models, we devise a financial utility function that consists variables representing individuals’ income and health risk factors. Applying statistical theories and approaches, we derive and calculate the levels of the copayments and premiums then compare the values in different settings. Eventually, we are able to obtain and select the optimal scenario which optimizes the use of the hybrid health insurance in the population as a whole.
