dc.description.abstractThe Calgary Wetland Conservation Plan (WCP) (2004) is analysed to determine if the plan conserved and restored wetlands in the landscape, by considering the plan context and outcomes and developments in provincial policy, as informed by grey literature; key informants and a focused review of relevant plans. The findings conclude The City of Calgary did not and will not meet its goal of no net loss of wetlands, because it adopted a no net loss approach to wetland management and a mitigation sequence, which prioritizes development. Reasons for constrained wetland conservation and restoration include requiring the need for water supply at a natural rate and a water licence to release treated stormwater to a conserved or restored wetland, unavailable since 2006. Also limiting were the spatial context of municipal boundaries and the lack of mechanisms to facilitate a larger regional wetland management plan. Most wetlands were removed from the landscape, with a select few preserved and integrated into Calgary’s neighbourhoods. The research considers the gap between the intentions and outcomes of the WCP and recommends three areas for future research.en_US
